The mission of the Sheboygan County Warming Center (SCWC), a privately funded organization, is to provide a safe, warm, low barrier facility for any single adults that find themselves without safe overnight shelter. SCWC also provides and partners with community resources that support permanent housing and self-sufficiency.
The Sheboygan County Warming Center, a beacon of warmth and safety, was conceived by community member Ken Rishel, who recognized the urgent need in Sheboygan County. Inspired by the existence of warming centers in other locales and driven by a deep belief that no one should be left in the cold, Rishel took action.
Collaborating with like-minded individuals from his church, the community, and Daryl Mangeri from the Salvation Army, Rishel's vision came to life in 2017. Initially housed at the Salvation Army and then operating in the lower church hall of St. Cyril and Methodius Catholic Church, the center stands as a testament to the power of community solidarity, offering free shelter, food, and a promise of safety to those most in need during the harsh winter months.
In 2025, SCWC acquired the Community Cafe. This venture gives us an incredible opportunity to expand our mission of compassion and connection.
Homelessness in Sheboygan County continues to grow, and so does the need for consistent, compassionate support. Our work responds to that need every day by creating spaces where people can find stability, dignity, and connection.
In 2025, over 23,000 meals and moments of connection were provided through the Community Cafe, showing the incredible reach and importance of a welcoming place for anyone needing support. From November 2025 through mid-April 2026, 218 unique individuals were served through our Warming Center. During that time, 75% reported living with a disability and 68 individuals were experiencing chronic homelessness, with our highest single-night occupancy reaching 74 guests—underscoring both the scale and urgency of local need.
As we look ahead, we are continuing to grow in response to what our community is asking for. New programs like The Landing and The Middle Ground Collaborative reflect a simple belief: when needs change, we adapt. With continued partnerships and community support, we are excited to keep building spaces that offer not just services, but hope, connection, and a place to belong.
